Since June 15, the country has made ECTN certificates mandatory for all imports and exports

Recently, the Djibouti Ports and Free Zone Authority issued an official announcement requiring all cargo unloaded at Djibouti ports to have an ECTN (Electronic Cargo Tracking Slip) certificate, effective June 15. This rule applies to shipments to all destinations. 
From 15 June 2023, the Djibouti CTN will be mandatory and should be applied for by shippers, exporters or freight forwarders at the port of origin. In cases where formal loading documents are required for some African countries, Djibouti has decided to implement the DJIBOUTIECTN procedure for all cargoes destined for the port. Although Djibouti's port is an important refueling and transshipment center on the northeastern edge of Africa, and neighboring Ethiopia relies on sea exports for its imports and exports, the port is currently facing a legal dispute between DP World and the Djibouti government.
